Summary:PURPOSE: To cut the coated layer of a coated steel pipe without flawing the outer circumference of the steel pipe by installing a touch roller so that it is abutted on the outer circumference of the steel pipe prior to the cutting edge and that after the abutment of the touch roller and up to the time the cutting edge is abutted on the steel pipe the moving speed of the cutting edge is reduced through a damper. CONSTITUTION: After the rod of an air cylinder device 23 has been extruded simultaneously with the rotation of a drum 16 so that the outer circumference of a steel pipe P is supported on a pair of supporting rollers 20, the rod of an air cylinder device 26 is extruded so that a cutting edge 24 and a touch roller 27 are integrally moved so as to approach the outer circumference of the steel pipe P. At that time, first, the touch roller 27 is abutted on the outer circumference of the steel pipe P prior to the cutting edge 24, and then the cutting edge 24 is reduced in its approaching speed to the outer circumference of the steel pipe P by means of an oil damper 30, and is abutted on the outer circumference of the steel pipe P for cutting the coated layer 1 on the outer circumference of the steel pipe P.
