PURPOSE: To prevent an abnormal pulse from being outputted at the time of turn ON/OFF power by providing a voltage detection means and means for blocking output of pulse when a detection value exceeds a set value. CONSTITUTION: When the power supply voltage is in the range of 0-Vzz (Zener voltage of a constant voltage Zener diode 32), a comparator 31 is applied, at the (-) terminal thereof, with a voltage same as the power supply voltage and, at the (+) terminal thereof, with the power supply voltage divided by resistors 34, 35. Consequently, the comparator 31 outputs 0 voltage. When the power supply voltage exceeds Vzz, a constant voltage Vzz is applied to (-) terminal and the power supply voltage divided by the resistors 34, 35 is applied to the (+) terminal. When the voltage divided by the resistors 34, 35 is lower than Vzz, the comparator 31 outputs 0 to an AND circuit 41 otherwise outputs 1 thereto. When 0 is outputted from the comparator 31, the circuit 41 blocks passage of signal therefrom and when 1 is outputted from the comparator 13, the circuit 41 passes the signal therefrom.
