Summary:PURPOSE:To improve control precision and reliability. CONSTITUTION:A mechanical flow rate detecting mechanism 6 is located in the delivery line of a hydraulic pump 1. A feedback sleeve 7 to which the output member thereof is link-coupled is inserted between the casing 4a of a four-port proportional solenoid valve 4 and spool 4b and mechanical feed back of the delivery flow rate of the hydraulic pump 1 to the proportional solenoid valve is executed. A control current responding to the target value of a pump delivery flow rate is outputted to the solenoid of the proportional solenoid valve from a control unit 5.
