CONSTITUTION: In an external storage device 101, arrangement data on principal facilitates such as principal equipments and principal piping of the new plant as an object of physical quantity prediction and system data representing their connection relation are stored, and in an external storage device 102, physical quantity data on the principal facilitates of the new plant are stored, and in an external storage device 103, arrangement data and system data on all facilities used for example plant which are constructed in the past as reference instances for physical quantity prediction are stored, and in an external storage device 104, physical quantity data on all facilities of the instance plants are stored. A physical quantity predicting device 105 consists of a data comparing device 106, a parameter extracting device 107, a physical quantity prediction expression generating device 108, and a physical quantity calculating device 109.
