Summary:PURPOSE: To save energy without changing a pump housing by actuating a flow rate adjusting spring which presses a load pressure responding value in the direction where a bypass valve closes a bypass passage onto one end of the load pressure responding valve and by changing spring force of the flow rate adjusting spring according to a displacement of the load pressure responding valve. CONSTITUTION: A bypass valve 23 is pierced by a load pressure responding valve 30 by a predetermined amount ΔL slidably with each other. This load pressure responding valve 30 is normally held at a position projected to the maximum to the side of a supply chamber 24 by a spring force of a position holding spring 31 interposed between the bypass valve 23 and the load pressure responding valve 30. In addition, a flow rate adjusting spring 32 is interposed between a projection edge of the load pressure responding valve 30 projected to the side of a spring chamber 25 and a cap 18. The load pressure responding valve 30 and the bypass valve 23 are normally energized in the direction closing a bypass passage 20 by spring force of the flow rate adjusting spring 32. The spring force of the flow rate adjusting spring 32 is proportionally changed according to a displacement of the load pressure responding valve 30.
