Summary:PURPOSE: To provide a sense-amplifier with a low power consumption and a quick access time by changing over the sense-amplifier to an inactive state by means of a feedback control means, and also latching a low level, when a memory cell is selected and an output of the sense-amplifier part turns to a low level. CONSTITUTION: When a memory cell in on-state is selected and a sense-amplifier part 1 becomes active, both of two inputs to an AND circuit AND 3 go 'H' and a clock CK goes to 'H', a transistor Tr4 is turned on. Then, Tr1 is turned on, the potential V(D) goes 'L' and is latched by a latch 5 before outputted. When V(D) goes to 'L', the V(D) is fed back to AND 3, CK goes to 'L' and the amplifier part 1 is released form the activated state and no through-current is made to flow. With this constitution, the through-current is reduced and the power consumption of the sense-amplifier can be lowered and access time of the same can be shortened.
