Summary:PURPOSE: To realize the digital video signal decoder in which a compressed digital video signal is decoded and the display of the decoded digital video signal is synchronously with an external synchronizing signal. CONSTITUTION: The decoder is provided with a timing synchronization circuit 8 delaying a decoding start timing estimated by a coder synchronously with a vertical synchronizing signal pulse of an external synchronizing signal and a display processing circuit 5 discriminating the structure of fields of a coded frame and the structure of fields of a display frame and fine-adjusting a display line position of the fields. Then the memory capacity of a buffer memory 2 is set slightly larger by taking a maximum delay time of the decoding start timing and the input transfer rate of the coded data into account.
