Summary:PURPOSE: To provide the responder for 2-way broadcast by distributing a call time to time after a reply operation point of time in order to prevent concentration of transmission of reply information with respect to the 2-way program. CONSTITUTION: When the reply operation with respect to 2-way program is conducted by a remote control receiver 34, a control system detecting it acquires a value being a cause of production of a random number and a pseudo random number is generated by an arithmetic operation. A control system 20 sets a call time based on the pseudo random number and when a current time representing a timer circuit 37 reaches a call time, reply information generated by the response operation is sent to a return destination via a MODEM 33 and a telephone line.
