CONSTITUTION: When a person P1 enters in the access area 4A of a noncontact type card reader 4, the card reader 4 reads the information from a card carried by the person P1, and delivers the data to a deciding circuit 6. In the deciding circuit 6, it is decided whether the person P1 has an entering qualification or not. And when the person P1 enters in the area 5A perceived by a sensor 5, the result is delivered to the deciding circuit 6. When it is decided that the person P1 has an entering wish and the entering qualification in such a way, in the deciding circuit 6, an electric lock at the door 3 is controlled to release. And as the sensor 5, a static sensor, a hot-wire sensor, a weight sensor, an infrared-ray sensor, and the like may be used, and instead of the sensor 5, a camera device may be used to detect the movement of the person Pi from the output data of the camera device.
