Summary:PURPOSE: To provide a producing method of a treating chemical capable of preventing the eluation of a harmful heavy metal incorporated in a waste simply, inexpensively and stably over a long period of time and easy in handling and to provide a treating method using the chemical. CONSTITUTION: In this producing method of the chemical for treating a harmful waste, a salt (hydrous salt) of a multivalent metallic ion containing plural water of crystallization are heat-treated. The heat treatment is executed at a temp. higher than the temp. at which >=1 molecule of water of crystallization is liberated from the hydrous salt, and the salt is preferably subjected to a grinding treatment after the heat treatment, and the salt is treated in a moisture- containing state or in a pasty state by adding the chemical and water to the harmful waste and kneading them.
