Summary:PROBLEM TO BE SOLVED: To provide a highly water soluble bleaching agent having a bio- decomposition function and quick bleaching action, and ensuring compatibility with the re-halogenation of chloride. SOLUTION: This composition is prepared so as not to contain a peroxide bleaching agent, but so as to contain a ternary complex as a bleaching agent having (a) ferric ions, (b) polycarboxylate or amino carboxylate ligands, and (c) carboxylate ligands containing aromatic family nitrogen heterocyclic rings. In addition, the mole ratio of the ligands in (b) to iron in the complex is at least 1:1, and the mole ratio of the ligands in (c) to the iron in the complex is at least 0.6:1. In addition, the composition has a pH value between 3 and 7 given by an acid compound other than (b) or (c).
