Summary:PURPOSE: To improve traffic characteristics and to accelerate the switching of cells. CONSTITUTION: The transfer held state of the cell based on buffer full signals from an output buffer is monitored. A held cell abandoning part (a counter 54, a counter value comparator circuit 55 and a memory control circuit 52) for abandoning the cells of which transfer is held when the transfer held state matches with prescribed conditions is provided in an input buffer 11. Then, the input buffer 11 provided with the held cell abandoning part transfers the resective cells stored after the held cells to the corresponding output buffer after abandoning the held cells.
