PURPOSE: To make broadcast relating plural questions to each other even when a reply to a 2-way program is conducted by using an existing telephone voting service. CONSTITUTION: A broadcast station 10 broadcasts one question or over, choices of reply to each question and a reply destination telephone number for each of choices and broadcasts evaluation information used to allow a receiver 20 to evaluate a history of a reply operation with respect to the question and selection information used to select whether or not a reply party of each receiver is a reply enable party by the evaluation result based on the evaluation information sequentially. The receiver 20 stores a history of the reply operation for the question to a storage means and evaluates the history of the reply operation stored in the storage means based on the evaluation data from the broadcast station 10 and discriminates whether or not itself is to be a reply enable party with respect to a succeeding question based on the selection data and the evaluation result from the broadcast station. As a result of discrimination, when it is discriminated that the receiver cannot be a reply enable party, the reply call from the receiver 20 is limited.
