PURPOSE: To feed the skin pass liquid of appropriate amount, and to improve the productivity and quality by ejecting the skin pass liquid of the film thickness proportional to the value of the rolling speed multiplied by the prescribed index on a roll, a metal strip or both of them. CONSTITUTION: The skin pass liquid is ejected from skin pass liquid nozzle 3a, 3b to the surface of work rolls 1a, 1b and the front and rear side of the steel strip S located therebetween. The rolling speed signal from a speed meter 7 connected to the work roll 1a and the rolling load from a load meter 8 are inputted in an computing element 9, and operated to the prescribed formula by the computing element 9 to adjust the feeding amount of the skin pass liquid from a skin pass liquid feeding tank 6 by a flow adjusting valve 5. The skin pass liquid of appropriate amount can be fed without leaving any liquid by the excessive supply thereby or without shortage of the oil film, and the productivity and quality are improved.
