PURPOSE: To provide a burglary preventing device, by which even if a CPU of a prime mover control device is reset by some reason, the operation of the prime mover is kept intact. CONSTITUTION: The CPU 21a of a security ECU 20 conducts arithmetic processing for permission of fuel injection to an engine or arithmetic processing for permission of starting for a starter 40 on condition that both a door key switch 10a and an ignition switch 10b are turned on. The CPU 32a of an engine ECU 30 conducts arithmetic processing for securing fuel injection to the engine according to data on permission or inhibition of fuel injection stored in B/ URAM 34 even if it is reset after receiving data on permission or inhibition processing of fuel injection from the CPU 21a.
