PURPOSE: To obtain a cosmetic and a surface treating agent, containing a specific alkyl fluorine-modified silicone oil without any dustiness, hardly causing messy makeup and caking of cakes in a change with time and capable of retaining a flexible makeup film. CONSTITUTION: The cosmetic and surface treating agent contain an alkyl fluorine-modified silicone oil of formula I. The compound of formula I in an amount of 1-50 pts.wt. based on 100 pts.wt. powder is preferably contained in the cosmetic and the compound of formula I in an amount of 1-2 pts.wt. based on 100 pts.wt. powder is preferably contained in the surface treating agent. The compound of formula I is obtained by reacting, e.g. 1,1,3,3- tetramethyldisiloxane of formula II with the corresponding dichlorosilane of formula III. The resultant cosmetic and surface treating agent are excellent in water and sebum resistances, hardly fall off by perspiration, kitchen work, swimming, etc., and are excellent in makeup durability.
