Summary:PURPOSE:To output an objective picture error evaluation value well corresponding to subjective evaluation even when pictures are provided with the noise of sizes different in the flat domain and unflat domain. CONSTITUTION:The differential pictures of source pictures and the degraded pictures are extracted separately in the flat domain and the unflat domain discriminated from the source pictures by a block discrimination circuit 108, a flat domain average error calculation circuit 109 and an unflat domain average error calculation circuit 110 and error values (the square root of MSE) for the respective domain are obtained. Then, by multiplying the error values and the correction area ratios of the respective domain calculated in a flat domain area ratio correction circuit 111 and an unflat domain area ratio correction circuit 112, respectively weighting the multiplied values in an error weighting circuit 115 and obtaining a sum, the picture error evaluation value well corresponding to the subjective evaluation is outputted.
