Summary:PURPOSE:To provide a character recognizing device which can recognize the characters even if the character lines have different widths and also excels in the universal applicability and the reliability. CONSTITUTION:A character recognizing device consist of an image storing part 2 which stores the binary image data, a character rectangle detecting part 3 which detects the character rectangles circumscribing the characters out of the binary image data, a character rectangle storing par 4 which stores the position coordinates of the character rectangles, a graphic feature extracting part 5 which extracts the image of each character out of the binary image data, arranges these character images in square shapes, and counts the number of black picture elements in each square of the character image to extract the graphic features, a graphic feature correcting part 10 which corrects the graphic features based on the maximum and minimum value of the black picture element number, a recognizing dictionary 6 which stores the graphic features of all characters, and a character recognizing part 11 which compares the graphic features corrected at the part 10 with the dictionary 6 and outputs the character code corresponding to the character of the highest resemblance.
