PURPOSE:To enable a user to easily designate the character recognition areas in the unit of line when the user recognizes a part of a document to be recognition object. CONSTITUTION:A character recognition device consists of a character rectangle detecting part 4 which detects the character rectangles circumscribed to each character out of an image storing part 2 storing the binary image data and stores these rectangles in a character rectangle storing part 5, a line segmenting part 6 which segments the line rectangles, etc., out of the position coordinates of the character rectangles and stores these segmented rectangles in a line rectangle storing part 7, a coordinate input part 3 which designates the coordinates to recognize the characters, a recognition area detecting part 12 which refers to the part 7 and detects a line including the input coordinates, a graphic feature extracting part 8 which extracts a character image out of the binary image data based on the character rectangle included in the detected line and then extracts the graphic feature of the character image, a recognition dictionary 9 which stores the graphic features of all characters, and a character recognizing part 13 which compares the graphic feature extracted by the part 8 with the dictionary 9 and recognizes the characters.
