Summary:PURPOSE:To provide a noise removing device for effectively removing the noises of both a still picture and a moving image while suppressing degradation to the moving image by detecting the moving amount of a video signal and controlling the feedback amount of the noise corresponding to the moving amount. CONSTITUTION:At an adaptive control means 21, the moving amount is detected from the frame difference signal of the video signal and the noise extracted by inverse orthogonal transformation, and either the threshold value of non- linear processing means 15-1-15-k for non-linearly processing orthogonally transformed data or the feedback coefficient of an attenuating means 18 for attenuating the inversely orthogonally transformed data is controlled corresponding to that moving amount.
