CONSTITUTION:A map data input part 1 inputs map information such as road length and the number of lanes on an objective road net to be used for determining the installation place of a traffic information providing device. A traffic volume input part 2 inputs traffic volume data on the road net. A simulation condition setting part 3 sets up a simulation condition indicating which place on the road net is to be used for the supply of information. A traffic volume simulator 4 simulates traffic volume based upon input information from the input parts 1, 2. A traffic information providing device installation place determining part 5 determines the installation place of the traffic information providing device on the objective road net based upon output information from the setting part 3.
