Summary:PURPOSE:To eliminate the need for an external short circuit, to lower the internal resistance and to drastically reduce the danger of generating hydrogen on the water generating space side by forming a water generating cell with an electrically and ionically short-circuited cell and electrically insulating the cell from the cathode of a water electrolytic cell. CONSTITUTION:A cation conductor 3 is clamped by an anode 1 and a cathode 2 to constitute a water electrolytic cell 7, and a DC voltage is impressed between the anode 1 and cathode 2. A water generating part 20 consists of a cation and electron conductor and is impermeable to gas, and a closed hydrogen space 26 is formed between the cathode 2 of the water electrolytic cell 7 and the water generating cell 20. The cathode 2 is electrically insulated from the cell 20. Accordingly, the electron generated on the rear side 29 of the cell 20 is conducted through a porous substrate 21 having a large cross-sectional area, hence the internal resistance is decreased, and the dehumidification effect is improved. Further, the front side 28 of the water generating cell does not have an excessively base potential, and hydrogen is not generated.
