PURPOSE:To provide the inference method and the layout method for accurately selecting a pair of lattice points satisfying limitations and minimizing evaluated values out of lattice points installed inside a space or time area in a short time. CONSTITUTION:Under the applied limitation and the limitation relaxing it, pairs S1 and S2 of optimum candidate points are selected out of lattice points and when no solution exists at the S1 and the solution exists only at the S2 (step 106) and when the evaluated value of the solution at the S2 is smaller (more degraded) than the evaluated value of the solution at the S1 (step 113), the gaps of lattice points are reduced near the pair S2 of candidate points under the relaxed limitation (steps 107 and 114). Then, a pair S3 of candidate points satisfying the original limitation is selected out of these lattice points (steps 108 and 115).
