Summary:PURPOSE:To suppress an error propagation with a simple circuit. CONSTITUTION:A packet start detecting circuit 22 detects the starts of transmission packets and applys the detection signal to a packeted circuit 21. The packated circuit 21 is given by the detection signal and packets by arranging (n') numbers of transmission packets successively in the unit of N' numbers of recording packets. In such a manner, the starts of (n') numbers of transmission packets are arranged at the starts of N' numbers of recording packets. A reserve data inserting circuit 24 applys reserve data to a combining circuit 23, which inserts reserve data into the part of recording packets in which a transmission packet is not arranged and then outputs them. Thus, since transmission packet can be discriminated by discriminating a recording packet, the propagation of the error is suppressed even when an error is occurred.
