Summary:PURPOSE:To form hermetic layers between a core part and clad part by adopting a so-called rod-in tube method. CONSTITUTION:A single layer or multiple layers of the hermetic layers 7 are previously formed by vapor deposition or sputtering, etc., or the outer periphery of a preform rod 5 forming the core part of the inner peripheral surface of a tube 6. The hermetic layers 7 consist of a carbon or metal. Forming of the hermetic layers 7 at a specified thickness between the rod 5 and the tube 6 and spinning thereof are possible according to the rod-in tube method. The hermetic layers 7 are otherwise formed by subjecting a metal oxide or halide to a reduction treatment. Adhesion of molten metal on the rod or tube is equally satisfactory.
