Summary:PURPOSE:To uniformly cool brine by uniformly forming an ice layer by forming a brine takeout part and a return part of a cooling passage and further a brine takeout part of a circulation passage with a pipe extending to a lower portion in an ice heat storage tank, and forming each opening for delivery of the brine in each pipe. CONSTITUTION:In a cooling passage 2 including a freezer in an ice heat storage tank 1 and in a circulation passage 3 including a load device, brines are sucked by each pump P and are directed to flow in the directions of arrows x, y. A brine takeout part and a return part on the cooling passage 2 and a brine takeout part on the circulation passage 3 are formed with a plurality of pipes 4, 5, 6, and the pipes 4, 5, 6 are disposed mutually parallely and a plurality of openings 41, 51, 61 are formed. Each pipe 4, 5, 6 is closed at its one end while being connected at the other end with another pipe 7, 8, 9 extending parallelly thereto. Further, a ring-shaped passage 17 including a plurality of nozzles 18 is disposed on the lower surface of a cover 15.
