Summary:PURPOSE:To maintain starting accelerating performance desirably by setting the target driving torque large when the friction coefficient of the road surface is large at the starting time of a vehicle in the case of reducing the actual driving torque independently of a driver's operation so as to become the target driving torque. CONSTITUTION:When the respective duty factors of plural solenoid valves 57, 61 are 100%, the pressure chamber of an actuator 47 comes to have negative pressure equal to the pressure in a vacuum tank 54, and a control rod 49 is pulled up. In this case, a throttle valve 34 is closed regardless of the depressed quantity of an accelerator pedal 40, so that the driving torque of an internal combustion engine 11 is reduced forcibly. A TCL 75 sets the target driving torque on the basis of the reference driving torque and the peripheral velocity of driving wheels 15, 16 detected by sensors 77, 78, and an ECU 28 controls the respective solenoid valves 57, 61 so that the actual value of the driving torque becomes the target value. In the case of the friction coefficient of the road surface being large at the starting time of a vehicle, the target driving torque is set large.
