PURPOSE:To prevent the tips of outer flaps from overlapping to each other even when longer outer flaps are bent by a method wherein an outer flap pushing plate, which is arranged so as to be able to move in notched provided at the opposing side edges of outer flap bending plates, and third actuating member for vertically moving the outer flap pushing plate are provided. CONSTITUTION:Notched 27 parts are respectively provided at the opposing side edges of outer flap bending plates 7 so as to arrange an outer flap pushing plate 29, which can vertically move in the notched parts 27. Further, a third actuating member 30, which consists of an actuating cylinder for vertically moving the outer flap pushing plate 29, is provided on a casing 12. The outer flap pushing plate 29 is horizontally supported by a supporting plate 32, which is provided at the tip of the actuating shaft of the third actuating member 30. In addition, a guide bar 33 hung from the supporting plate 32 is slidingly fitted to a guide part overhung from the third actuating member 30. Thus, the tips of the outer flaps, if longer than the predetermined length, do not overlap to each other, when the flaps are bent.
