Summary:PURPOSE:To provide a semiconductor integrated circuit using lots of basic circuits efficiently, eliminating the need for application of a reference potential to each basic circuit so as to improve the degree of circuit integration and securing the operating margin while improving the operating speed. CONSTITUTION:Lots of basic circuits 7 each comprising plural elements forming either of two NTL circuits 3a, 3b or a Schmitt circuit 4 by revising the wiring are formed on a chip C and an internal circuit is formed by the NTL circuits 3a, 3b and the Schmitt circuit 4 formed through a predetermined wiring to the basic circuit 7.
