Summary:PURPOSE:To enable it to sort each image of a normal through-hole and a minivia-hole without fail by developing a through-hole image signal in a two-dimensional manner, and judging it as a minivia-hole one at a time when the image area has no lapping part with an orator. CONSTITUTION:A two-dimensional development-VH deleting part 10 develops an image signal THS two-dimensionally, while it deletes a minivia-hole image signal from the signal THS on the basis of a VH deletion enabling signal VHEL delayed as far as one scanning line portion. OPu to OPd of each one scanning line portion of the image signal developed is inputted into an operator judging part 20, and on the basis of it, an operator constituting a side edge part of an image area with a specified extent is made to act on the signal THS developed in a two-dimensional manner. In addition, if a through-hole image THI expressed by the signal THS has a lapping part with the operator, it means a normal through-hole image, but when it has not it, it is so judged as a minivia-hole image, thereby outputting a minivia-hole judging signal VHNG.
