Summary:PURPOSE:To provide a vehicle number recognizing device capable of cter excellently recognizing 'KANJI' (Chinese character) and cursive 'KANA' chara-(Japanese syllabary) in addition to numerals from the image of a number plate photographed by a usual television (TV) camera. CONSTITUTION:A plate extracting part 1 segments a plate area from an input image, a serial number extracting part 2 extracts a serial number from the plate area, a respective-code area coordinate calculating part 3 obtains the area coordinated of respective codes for a branch of the land transportation department, a vehicle sort, a purpose, etc., by using the coordinate string of the obtained serial number and respective codes are respectively recognized by a numeral recognizing part 5, a purpose code recognizing part 6 and a land transportation branch code recognizing part 7 in accordance with respective code areas. Each recognizing part recognizes a various density picture obtained by subtracting a background image from the input image as a featured value. Since the various density picture is recognized, 'KANJI' and cursive 'KANA' character can be effectively recognized by a usual TV camera even if brightness, dirt, a fold, etc., are generated.
