Summary:PURPOSE:To eliminate a need to manually set a character size by discriminating a rectangular, square, or flat character in accordance with the histogram of width/height of a fundamental rectangle and calculating width/height of the character. CONSTITUTION:A circumscribed rectangle extracting part 2 extracts circumscribed rectangles of black picture element link components from a document picture inputted by a picture input part 1 which inputs the document picture from an image reader like a scanner. A row segmenting part 3 segments a row based on circumscribed rectangles, and a fundamental rectangle generating part 4 integrates circumscribed rectangles overlapping perpendicularly to the character string direction in each row, and an area dividing part 5 detects the character size and the variance of the inter-row space and divides it into areas. A histogram generating part 6 generates the histogram of width/height of the fundamental rectangle, and a rectangular, square, or flat form discriminating part 7 discriminates a rectangular, square, or flat character in accordance with the histogram generated by the histogram generating part 6. A character size calculating part 8 determines the character size, and an output part 9 outputs the character size.
