Summary:PURPOSE:To control the movement of an electroviscous fluid in more than two directions by dispensing with any change of the value of passage length or the like at each time even in the case where the natural period of a building differs from the estimated value. CONSTITUTION:Installing a pair of electrode members 40 and 40, the intensity in an electric field acting on an electroviscous fluid 30 passing through an orifice part 24 by means of vibration is varied. In consequence, voltage to be given to these paired electrode members 40, 40 is varied to sane extent, and thereby resistance at a time when the electroviscous fluid 30 passes through the orifice part 24 varies, so that damping as a device is thus alterable, by way of example. In addition, as a horizontal section of a liquid column pipe 20 is formed into a ring form, the electroviscous fluid is flowable in more than two directions.
