Summary:PURPOSE:To re-start an engine easily by providing, in a circulating passage for engine cooling water, a heat accumulator and a circulating means for circulating engine cooling water in the circulating passage. CONSTITUTION:A heat exchanger 6 for carrying out heat exchange between air in a car room and engine cooling water and an opening/closing valve 7 positioned downstream from the heat exchanger 6, are provided in the circulating passage 1 of engine cooling water. A heat accumulator 9 and an electromagnetic pump 20 are provided in a bypass passage 8 for bypassing the heat exchanger 6 and the opening/closing valve 7. The opening/closing valve 7 and the electromagnetic pump 10 are controlled by a controller 20. When an engine is stopped, the opening/closing valve 7 is closed, and also the electromagnetic pump 10 is operated. When the engine is started in its cold state, the opening/ closing valve 7 is opened, and also the pump 10 is operated. It is, thus possible to restart the engine easily.
