CONSTITUTION:A sequence control procedure storing means 41 stores the sequence control procedure describing the control procedure of a plant 1. A sequence control procedure executing means 42 decodes and carries out the sequence control procedure stored in the means 41 and controls the plant 1. A sequence control procedure display means 43 decodes the sequence control procedure stored in the means 41 and displays this control procedure on a display device 51. A sequence control procedure starting means 45 sends a start request received from an operator 6 for the sequence control procedure to the means 42. An input means 46 fetches the input of the operator 6 via a touch panel input device 52 and a keyboard input device 53 and distributes the input data to each processing means.
