When a user selects the parts type and selected information is outputted as setting information B, a parts optimum arrangement function part 23 reads parts graphic information C corresponding to the setting information B from a parts data base 22, and decides optimum parts arrangement based on information on the size of the parts and the standard arrangement of the parts. When the arrangement of the parts is decided, the arrangement state of the parts is displayed in an interface part for recognition 24.
