PURPOSE:To decrease the quantity of arithmetic and perform recognition processing in a short time by identifying an object character by making a comparative decision by a linear identifying method for a character kind which is recognized in the past. CONSTITUTION:A character segmentation part 2 finds a document area by using a histogram of longitudinal and lateral black picture elements of a document image, separates characters, one by one, according to connections of picture elements, i.e., succession information, and stores position information on all the characters as internal data, so that the characters are recognized. A statistical identification part 5 obtains a statistical identification result as to a character kind which is not recognized even once by using a recognition dictionary 6 which is generated by many fonts, and a current feature quantity and the recognition result are stored in a recognized character buffer 8. For the subsequent recognition of the character kind, a linear identification part 7 performs linear identification based upon the feature quantity stored in the recognized character buffer 8 and only when the recognition result is not determined, the statistical identification part 5 performs the statistical identification again according to the recognition dictionary 6 to obtain a recognition result.
