On the other hand, a period program 132 in the MM 130 retrieves a line utilizing rate setting memory for a prescribed period. and when the utilizing rate exceeds a prescribed value, a line group with a lowest utilizing rate is retrieved to recognize an idle line, a proper number of lines is selected, and when a revise message in cross reference between a line group and a line is sent to the IOC via an TNT-P110, an APBX1 revises a data in a line group versus line cross reference setting memory 71. Thus, even when all lines in a trunk line group 40 are busy, the call reaches an idle line moved from other line group.
