Summary:PURPOSE:To make it possible to follow up a sudden change in a controlled system without generating a delay by modeling a control system by qualitative inference and evaluating the control system by qualitative evaluation scale expressed by a membership function based upon the prediction of the model. CONSTITUTION:A controller 1500 is constituted of a qualitative inference predicting model 1501 to be a predictive model for a controlled object, a qualitative evaluation value calculating part 1502 for qualitatively evaluating the degree of satisfaction of each evaluation item in accordance with a predicted result, an optimum control plan selecting part 1504 for selecting a control output having the highest evaluation value from calculated evaluation values, and a control plan group 1503 for storing the combinations of available control plans. The model 1501 inputs a measured value from a controlled process 1505 and convert the input value to a fuzzy value to use it. In each control period, the group 1503 selects all cases for the available control plans, executes prediction based upon qualitative inference and calculates the evaluation value of a predicted result.
