PURPOSE:To generate a gate pulse required by a power converter without requiring a circuit means for determining one phase reference. CONSTITUTION:A frequency command signal generator 10 outputs a frequency command for determining the output of an inverter 2 to control circuit 20, 21, 22. Respective control circuits 20, 21, 22 generate gate pulses for controlling switching elements constituting the inverter 2 on the basis of the frequency command outputted from the frequency command signal generator 10 and output them to a signal selection circuit 23. The signal selection circuit 23 takes in the gate pulses outputted from the control circuits 20, 21, 22, selectively outputs one of these gate pulses by majority logic to the inverter 2 via pulse amplifier 24 and outputs the gate pulse determined by the majority logic as a timing signal for conducting phase locking between respective control circuits to respective control circuits 20, 21, 22.
