Summary:PURPOSE:To reduce the burden for a charging on the network by providing the charging processing functions such as the counting and transmission of a prediction signal for each switching of the channel on the network. CONSTITUTION:Charging control parts 4 starting a timer 5 by the reception of pictures, generating a charging start informing signal through the time output in the case of no channel switching within the set time, and generating a charging stop signal at the end of receiving pictures of the channel transmitted from a B-ISDN network 1 are provided on terminals 3 receiving the picture of the channel transmitted from the B-ISDN network 1. A charging part 2 performing the charging processing by the charging start and stop notification from the terminals 3 is provided on the network 1 sending the CATV picture based on the request from the terminals 3. Thus, the burden on the network 1 can be reduced because the charging starting and stopping is controlled by the terminals 3 instead of the network 1 in realizing the CATV service in the B- ISDN network 1.
