Summary:PURPOSE:To transmit and receive data between VTRs different by data bit rates. CONSTITUTION:First, second, and third recording and reproducing parts 1, 2, and 3 provided with plural VTRs are connected to one another with a routing switch 4 among them, and a bit rate conversion part 5 having first to third bit rate converting circuits 10 to 12 which enable recording/reproducing parts 1 to 3 to transmit and receive data to and from one another is connected to the routing switch 4. When the transmission VTR and the reception VTR are determined, the routing switch 4 supplies data from the transmission VTR to the bit rate conversion part 5 to convert it to the bit rate handled by the reception VTR, and this converted data is supplied to the reception side.
