Summary:PURPOSE:To realize an act/deact counter with small scale constitution. CONSTITUTION:A first counting means 10 executing an up/down counting, second counting means 20 executing the down counting of a slow plate, a load value control means 30 controlling a load value which loads the first counting means 10 at the time of up/down counting and a control means 40 executing the enable control of the first counting means 10 are provided in an act/deact counter which is constituted to count-up a sampling clock as it is at the time of an alarm and to count-down the sampling clock one time at every 'm' counting at the time of normality.
