PURPOSE:To improve a recognition rate by deciding the division pattern of a character area with the longitudinal/lateral ratio of the character area and dividing a character which is longitudinaly thin/long to be longitudinally fine and laterally rough and a character which is laterally thin/long to be laterally fine and longitudinally rough. CONSTITUTION:The longitudinal/lateral ratio of the character area is determined and the division pattern of the character area at the time of extracting a feature 3 is determined with the value of the longitudinal/lateral ratio. Division is executed by dividing the character area in the state of a grid and the division numbers in longitudinal/lateral directions are set with the longitudinal/lateral ratio. For example, the three division pattern of the length:width of 12:5, 8:8 and 5:12 are selectively used with the longitudinal/lateral ratio to set them to be the division patterns 1, 2 and 3. Then, the character area is divided into small areas to determine the area of black picture elements within the respective small areas. In order that the extracted feature does not correspond to the size of the character, the area of the black picture elements is divided by the area of the small area and normalized so as to set the values of the respective small areas to be graphic features. Then, based on the graphic feature, a character identification part 4 identifies what character the graphic within the character area corresponds to.
