Summary:PURPOSE:To obtain an image of good quality by using developer to which fine particles electrified with the polarity opposite to that of toner are added and applying an AC electric field and a DC electric field to a fine particle recovering electrode. CONSTITUTION:Developer where fine particles which are electrified with the polarity opposite to that of toner and have 2mum volume average particle size are added to toner is supplied into a developer storage part 12, and an agitating bucket 11 is rotated to supply developer to a developer carrying member 13 which carries it to an image carrier 1. A DC bias voltage is impressed to a developing sleeve 13 to form a toner image on the surface of the image carrier 1. A fine particle recovering electrode 17 is provided with a minute gap between this electrode 17 and the developing sleeve 13, and the AC electric field and the DC electric field are given between the electrode 17 and the sleeve 13, and fine resin particles stuck to the surface of the sleeve 13 are electrostatically stuck to the peripheral surface of a roll electrode 17 and are scraped by a scraper 9 and are returned to the developer storage part 12 together with developer detached from the sleeve 13.
