CONSTITUTION:A hydrophilic surface-treating agent containing polyvinylpyrrolidone of a degree of polymerization of 50-1000 and polyvinyl alcohol of a degree of hydrolysis of 80% or above and a degree of polymerization of 100-1000 in a specified ratio.
