PURPOSE:To improve handling property of ignition chemical and reduce possibility to make the ignition chemical damp by receiving the ignition chemical in a closed vessel. CONSTITUTION:Gas generating agent 43 is formed into an annular plate having a through-hole 45 in the center, and ignition chemical 47 is received in the through-hole 45. The ignition chemical 47 is received in a closed vessel 67. The gas generating agent 43 is received in a closed vessel 49, and a recessed part 51 sunk on the through-hole side 45 of the gas generating agent 43 is formed on the center of the closed vessel 49. At assembling the closed vessel 49, it is enough to only arrange the closed vessel 67 on the center of the gas generating agent 43 to simplify handling, and because the ignition chemical 47 is doubly sealed with the closed vessel 49 and the closed vessel 67, possibility of the ignition chemical being dampened with the passage of time can be remarkably reduced.
