Summary:PURPOSE:To realize the converter in which foldover disturbance is eliminated to realize high picture quality with simple circuit constitution. CONSTITUTION:The converter is provided with a down-convert means 102 applying in-field signal processing to high definition television signal 1125/30 and outputting simultaneously a 1st television signal 525/30-A of at least the scanning system of the standard television signal and a 2nd standard television signal 525/30-B of interlace structure, a field comb-line filter means 108 implementing field comb line filter processing by using two output signals, a frame comb line filter means 111 implementing the frame comb-line filter processing by using the output signal and a mixing means 115 mixing an output signal of the frame comb-line filter means and at least one of the standard television signal outputted from the down-convert means in response to the movement of the picture.
