PURPOSE:To reach a target time more quickly from starting time and prevent the generation of hunting of output frequency or air capacity by driving both an air supply fan and an exhaust air fan with a specified frequency irrespective of fan control based on detected values of an air capacity sensor within a specified time from the starting time. CONSTITUTION:Both an air supply side fan 1 and an exhaust side fan 2 are operated on a specified output frequency irrespective of fan control based on detected values of air capacity sensors 21 and 22 within a specified time from starting time. Under this construction, a predetermined air capacity setting value is compared with detected values by the air capacity sensors 21 and 22, which detect the air capacity and exhaust air capacity. Based on this comparison result, the output frequency of a fan inverter is varied whereas both the air supply side fan 1 and the exhaust side fan 2 are controlled to operate with the specified frequency within the specified time from starting irrespective of the fan control based on the detected values by the air capacity sensors 21 and 22. 23: supply air capacity detection means, 24: exhaust air capacity detection means, 26: air supply fan drive means, 27: exhaust air fan drive means, a: draft, b: exhaust air, c: open air, 25a: supply air capacity control means, 25b: exhaust air capacity detection means.
