Summary:PURPOSE:To enable on-top measurement of high accuracy by emitting a laser beam vertically upward from a target point, and receiving the laser beam when the laser beam receiver of an aircraft passes immediately above the point. CONSTITUTION:A guide beam 11 is emitted from a guide beam emitter 2 on the ground by utilizing a scope and is applied to the guide beam receiver 4 of an aircraft. The direction of the received guide beam 11 is calculated by a processing unit 5 aboard and displayed in a direction indicator 6. A pilot controls the aircraft following the direction, guiding the aircraft to a sky area above a target point. When the aircraft passes immediately above the target point, a vertical laser beam 10 from a vertical laser beam emitter provided at the target point is received by a vertical laser beam receiver 3 and displayed in an on-top indicator 7 by the processing unit 5 and also an on-top signal 8 is generated. The signal is recorded in a data recorder or the like together with navigation data and/or altitude and speed data: All-weather measurement is made possible without requiring flight at low altitudes.
